COLUMBIA, S.C. (WOLO)– Cell phones in prison have been against the rules but now they are against the law. On Tuesday afternoon, Oct. 22, Governor Henry McMaster signed a bill named after former Corrections Officer, Robert Johnson. Johnson was shot in his home back in 2010 by an ex-inmate at the Lee Correctional Institute.
