NEW YORK - A judge has ruled that New York City's congestion pricing plan may begin as scheduled on January 5. The decision came after a last-minute attempt by lawmakers in New Jersey to get a temporary restraining order against the initiative.

Congestion tolling is scheduled to start on January 5 in NYC, barring any last minute legal challenges. The path to this point has been long and confusing — so drivers have many questions about the MTA’s plan to reduce congestion and raise funds for mass transit improvements.

Congestion pricing is expected to go into effect Sunday because of a federal judge’s ruling rejecting a last-minute challenge brought by the state of New Jersey.

Certain roads will be fully exempt from the tolls, including the FDR Drive and West Side Highway. In addition, the Hugh L. Carey Tunnel, and the roads that connect it to the FDR and West Side, will also be exempt, according to the MTA.

The MTA's Central Business District Tolling Program aims to generate revenue for transit projects and discourage motorists from driving into one of the most congested areas in the U.S. Its long-awaited launch follows decades of debate over the merits of congestion pricing,
